The key exceeded a per-second or per-minute request window.

## Why it happens

Limits are enforced per key in fixed one-second and one-minute windows. A batch call counts as one request.

## How to fix it

Honour the Retry-After header, then retry with backoff. Spread sustained traffic instead of bursting, or ask about a higher limit.
