A source register, or the service that reads it, is temporarily unavailable.

## Why it happens

A live register did not answer in time, or a dependency was down when the lookup ran.

## How to fix it

Retry with backoff. Cached data may still answer the same lookup; if the outage lasts, contact support with the request_id.
